Here are the reasons (though, parenthetically, I know what they're really saying)...
Notice how they all recycle the same diction and vague reasoning?:
"We have evaluated your materials and regrettably, your project is not a right fit for our agency. We currently have a very full clientele and must be highly selective about the new projects we pursue.
Thank you again for thinking of us. Please know that we wish you much success in all of your future writing and publishing endeavors."

receive so many queries that it is not possible to reply in detail on
an individual basis. We appreciate your writing and wish you success in
your publishing career."

didn't come away quite fully convinced this was something I think I'd be
able to represent successfully. I'm sorry
not to be more enthusiastic but thanks nonetheless for giving me a
chance to review it and best of luck in finding it the right home."
